Director, Capture Management
Job Summary
The Federal Capture & Proposal Manager is responsible for the end-to-end lifecycle of federal opportunities—from initial identification and qualification to final award. This role serves as the strategic expert for high-priority network solution pursuits, balancing market intelligence with technical feasibility. You will lead the development of winning strategies for complex network infrastructure and managed service opportunities, ensuring that technical scopes, pricing models, and teaming structures are optimized for the federal competitive environment. This position requires a blend of disciplined process management (Shipley or similar) and the technical fluency necessary to translate complex network capabilities into compelling value propositions. You must understand all aspects of a federal opportunity including the customer, technical scope, required resources, competitive environment, and pricing. Be able to align strategic plans and products to the sale in order to develop a win strategy and capture plan for complex opportunities in accord with company and industry best practices. *Must actively hold a Public Trust or the ability to obtain one; higher-level clearance (Secret/TS) preferred*Job Description
Core Responsibilities
- Proactively identify, qualify, and manage a high-growth pipeline of federal opportunities (EIS, GSA Schedules, Agency-specific IDIQs).
- Lead the creation of "Win Themes" that align company networking strengths with specific agency pain points.
- Conduct deep-dive Black Hat sessions and competitive assessments to differentiate solutions against incumbent and emerging network providers.
- Facilitate rigorous "Bid/No-Bid" and "Color Team" reviews, ensuring executive alignment on resource allocation and risk profile.
- Manage the proposal development process, including drafting executive summaries and technical volumes that resonate with federal evaluators.
- Maintain a pulse on agency-wide technology shifts (e.g., Zero Trust, SATCOM integration, 5G/6G) through direct interaction and industry participation.
- Act as a subject matter expert and resource for junior business development and sales staff.
- Consistently exercises independent judgment regarding capture priority and tactical adjustments during the procurement cycle.
- Must be able to support high-intensity proposal "sprints," including evenings and weekends as required by federal deadlines.

Salary:
Pay Range: This job can be performed in Maryland with a Pay Range of $147,339.39 - $242,057.57
Comcast intends to offer the selected candidate base pay within this range, dependent on job-related, non-discriminatory factors such as experience. The application window is 30 days from the date job is posted, unless the number of applicants requires it to close sooner or later.

While possessing the stated degree is preferred, Comcast also may consider applicants who hold some combination of coursework and experience, or who have extensive related professional experience.
