Corporate Assistant Deputy General Counsel
Job Summary
Support the Business and Government Affairs teams on infrastructure matters, including pole-attachment and pole-rate disputes; participate in infrastructure-related proceedings before administrative agencies and associated litigation; advance company positions on state and federal legislative initiatives related to infrastructure; advise the Business and Government Affairs teams on “dig safe” matters, including representing the business in formal enforcement proceedings; and provide broader legal regulatory support for a geographic region of the company.Job Description
CORE RESPONSIBILITIES
- Provide day-to-day legal regulatory support on pole attachment and related infrastructure matters, including analysis of Federal Communications Commission and state commission rules and guidance for the Business and Government Affairs teams.
- Work cooperatively with the Business and Government Affairs to ensure compliance with Federal Communications Commission, state public utility commission, municipal, cooperative, and industry-related rules, practices, and advocacy applicable to pole attachments.
- Represent Comcast before administrative agencies and oversee related court litigation, particularly on infrastructure related matters, including working with outside counsel, Government Affairs, and key business stakeholders to draft pleadings, respond to discovery, prepare testimony, prepare for hearings, and appeal adverse rulings and decisions.
- Advance Comcast’s policy agendas on state and federal legislative initiatives, particularly those focused on infrastructure matters, by providing effective counsel to Government Affairs in rulemaking proceedings (e.g., offering strategic guidance and drafting comments), and on proposed legislation (e.g., offering strategic guidance, analyzing bill language, and drafting bill language).
- Contribute to and maintain practical training and reference materials on important infrastructure-related matters (e.g., pole attachments, reservation of space, cost allocation, and rule summaries) and deliver training to a variety of internal stakeholders.
- Support the Business and Government Affairs on “dig safe” matters, including efforts to bolster compliance, improve processes, and address notices of proposed violation.
- Support broader legal regulatory work, including serving as the principal legal regulatory point of contact for a geographic region of the company.
REQUIRED SKILL SETS
- Law Degree from an accredited US law school. Top 10% of class preferred.
- Member of Pennsylvania State Bar in good standing or eligible for admission.
- Three to five years’ experience as an attorney. A background in state and federal communications law and regulations, and cable, internet, and/or voice law and regulations is preferred.
- Law firm experience preferred.
- Strong writing skills required.
- Ability to work in a fast-paced, ever-changing environment.
- Demonstrated project management and organizational skills, including the ability to work independently on multiple projects of high complexity, is preferred.
- Consistent exercise of sound, independent judgment, and discretion in all matters.
- Strong computer skills and proficiency with Microsoft Office suite of products.
